Is my dog considered an aggressive breed?

She has a fur pattern similar to a Rott or Pinscher with a body of a lab and Bluetick pattern on chest. I have her breed on record as MIX but customs might clify her as another. I dont want to pay insurance on her due to customs or the DA reclifying her as aggressive. She is very happy and can climb 13 ft chain link fences, track down and apprehend High Value Targets, and is good at searching. Me and her are moving to Hawaii in June.
