Did Delta Force, and the FBI torture tax evader Gordan Kahl before his death in 1983?

and a question i have ghost, do u see any reason for them to avoid torturing him? they never seek a reason to torture people, they must have a reason for not torturing people, and usually they don't find, i mean, what is considered as a logical reason in other people's opinion is not logical in their idea, so ... ;))
