Yes he does but he doesn't seem to have much experience so if you like him then take charge there is nothing wrong with a girl making the first move. So next time you are alone with him either you take the first move and just kiss him or make it bluntly obvious that you like him and want to kiss by doing something like this when you are alone act like something is bothering you and when he asks what is wrong say something like "nothing im just standing here waiting on you to get up the nerve to come over here and kiss me" and that should move things along well and I think things will turn out well for you if you do this.
