Would it be safe to peirce my own lip with a needle?

Well its obviously cheaper but it will hurt a lot more! I think using alchohol swab and also heating the needle with a lighter disenfects it. You should be fine if you do both. Infections can happen if you dont clean it regularly. To heal? I guess it depend on how wide the hole is or how fast your skin heals. Differs. Good luck :)
